The division provides a wide range of communications services to Rockland County government, county residents, workers and visitors to advance public safety through the dispatch and coordination of county resources.
The Communications Division acts as the sole public safety answering point for cell E-911 calls in Rockland County and provides backup E-911 services to town and village public safety answering points when incapacitated or overloaded.
The division works closely with the Office of Fire and Emergency Services to manage the County’s E-911 system.
The division’s Emergency Communications Center is staffed by certified radio operators 24/7.
Radio operators dispatch responders and county services to incidents reported by callers or relay the call to local PSAPs for further processing.
The ECC utilizes complex computer-aided dispatch software to track incidents, personnel, and emergency vehicles.
The Communications Division uses automated call distribution, wherein computers route incoming calls to radio operators on a priority basis.
Calls arriving on emergency lines (like 911) are answered first while calls on nonemergency lines are answered as soon as workload allows.
Callers can text 911 anytime from their cell phones, allowing for emergency help even when the caller is unable to speak, such as with callers who are hearing- or speech-impaired, or who are unable to speak due to personal safety risks (home invasions, shooter incidents, etc).
Responders using the system have cross-county communication via radio from vehicles and hand-held radios.
Every one of Rockland’s police, fire, and EMS agencies use this radio system as their primary means of emergency communication, and access is also extended to users from New York state, New Jersey, and federal agencies.
